As we all know the government has made enormous and wise efforts to put taxpayers money to good use by investing in research. Many studies have shown that investment in basic research is essential for the prosperity of a nation. This investment has resulted in a new CIHR, the Canada Research Chairs, and the Canadian Foundation for Innovation. In general these programmes are doing very well and the Canadian Research climate has improved dramatically.

I am sure that many of you also know that there are some disturbing trends in funding. The one which has received a lot of publicity lately is that in the last round of the Genome Canada applications were first reviewed in a due diligence round by an accounting company KPMG for their cofunding and management capabilities and then, if they passed this first stage, reviewed again by a scientific panel.

Scientific excellence thus coming second to cofunding criteria as a basis for funding. This has started a dangerous precedent and, after exhausting other routes of dialogue, 40 of our most respected colleagues wrote a letter of protest to Science.

Many more of our colleagues have expressed a desire to support the original 40 and we have put both the original Science letter, articles on funding and a petition on the CSBMCB website http://www.sciencefunding.ca

I invite you to visit the CSMCB website and read the letter and to consider adding your support to this important effort.

Comme nous le savons tous, le gouvernement a fait des efforts immenses et bénéfiques pour utiliser les impôts des contribuables de bonne manière en supportant la recherche.

Plusieurs études ont démontré que l’investissement dans la recherche fondamentale est essentiel à la prospérité d’un peuple.

Ces investissements ont permis de voir naissance à un nouveau IRSC, aux Chaires de Recherche du Canada et à la Fondation Canadienne pour l’Innovation.

En général, ces programmes fonctionnent très bien et le climat dans la recherche canadienne s’est grandement amélioré.

Je suis sur que plusieurs d’entre vous sont au courrant de tendances inquiétantes au niveau des subventions. Une situation qui a reçu beaucoup de publicité récemment est le fait qu’en première revue, les applications pour Génome Canada doivent être approuvée par une compagnie comptable KPMG pour être évaluées au niveau des possibilités de co-subventions et des aptitudes de gestion. Lorsque la demande a été approuvée par cet organisme, elle doit ensuite être approuvée par une équipe scientifique. Les normes d’excellence scientifiques sont donc en deuxième priorité. Ceci est un dangereux précédent et, après de nombreuses tentatives en vue d’obtenir une solution équitable en vain, 40 de nos chercheurs les plus notés ont envoyé une lettre de protestation au journal Science.
